With reference to the request in paragraph

5 of Your Grace's Confidential despatch of the 8th November, I have the honour to enclose a statement showing in detail

the staff of the Police Accounts Office and the duties of

each member of it. Mr. Taylor is an able and trustworthy officer, and I feel sure that under his supervision there

should be no ground for further complaint in the administration of this important sub-department.

In your despatch No.366 of the 30th November

you approved of the writing off of a deficiency of $600 in

the Police Department Banking account, and I should be glad

to receive your approval to write off the remaining sms

due to the defalcations of Fatteh Mahomed.

3.

I have caused both the Treasurer and the

Captain Superintendent of Police to be informed that you

find it difficult to avoid the conclusion that they had

failed in their duty by omitting to take effective measures

to improve the system of accounting or to increase the

supervision of the staff after the discovery of the

defalcations of Chan Pui.
